We have seen an issue on a few projects where the release is showing up as complete but all steps as not complete.

While rare, we have seen this issue before where there’s been a read/write failure on writing the file to the filesystem. The overall status of the deployment is recorded in the database, but the steps etc are all pulled from the task log file on the disk.
In this case, it looks like the task log might have been truncated at that point for some reason (SAN/fileshare failure to flush data from the write cache to the disks themselves is one I’ve seen). As with your other thread from this morning, looking at your tasklog storage backend is the first place I would suggest looking.
