Variable Substitution value "&" Deploys as "&"

We are encountering an issue where one of our variable substitution values contains an “&”, and when it’s deployed, octopus deploy changes that value to “&”.

This is causing our application to fail on start up because the value is actually part of a license key.

Why does octopus deploy change a plain text type variable set in the UI?

Example:
Value set in UI ----> “license&key”
Value deployed ----> “license& amp;key”
