Unskippable Steps

Hi,

We create octopus projects using the API and have a mixture of steps including:

Email
Powershell
Nuget
Manual steps

I have noticed that manual steps are not skipable (this is good)
But would also like to make it so we can set other step types as not skipable.
For example, an email to say the deployment failed, or a powershell to check that an approved change management request has been made.

Can you let me know if/how we can do this
