Special character in file name is getting changed when deploying nuget package

I have file in Nuget package ‘TestSub - A%26E abc.doc’, when this file is deploying on server via octopus deploy step, resulting in file name TestSub - A&E abc.doc . Please suggest how to handle this and prevent octopus from changing the file name.

Thank you Donny for reply. Cannot share json file of project, as not sure about data sharing policy.
