Is there a way to script variable creation? I would really like to be able to use powershell to read a cscfg and then populate a project for a given environment.

I am very sorry about the delay in getting back to you about this issue. We discovered today that the spam folder contained some tickets that should not have been there.
Could I ask a bit more about this. Are you looking for a once off script to run, to populate the project with variables, or each time the project is deployed, it checks it the variables exist and if not creates them?
If you are still looking for a solution to this, please give a bit more detail about what you are trying to accomplish.
The short answer is you can use the API for variable creation and scripting.
