On version 2019.10.6, when I select “Re-deploy already installed packages”, Octopus is ignoring this selection and skipping already installed packages:

Sorry for the delay in getting back to you on this one, I was waiting for the fix for this issue to ship.
The good news is that is has, so if you upgrade to Octopus 2019.10.9 this issue will be resolved for you.
