I can’t tell from the screenshots, is the package name and build information name identical?

I am using TeamCity Professional 2020.2 (build 85487) and Octopus deploy 2020.5.1

The main thing to check would be that the package name and build information package name are identical and that the build information package is pushed to the Octopus server before the release is created.
When viewing a Release if you look in the package section do you see any of the build information being displayed?
e.g.

I do not see the build information in the package section for releases.
Here is the Team City Build Info Step
we’re running it 6/7 in steps. incase that makes a difference.
I saw the issue once I uploaded those images the package versions in octopus were 1.1.0.buildcounter and the setting in team city was 1.0.%build.counter% missing the first 1. works as expected
