Is windows XP supported?

I’m trying to use the Tentacle on Windows XP Pro SP3 (x86) with .NET v4.0.30319 installed.
Tools.exe cannot be started and says nothing about it (I’ve found no errors/logs).
Tentacle.exe gives this stack trace:
