Is there a special way to pick up variable which are scoped to an environment and a specific step?

I have a variable which is scoped to a specific environment and to a specific step. The variable is called Publish.SiteName. When I view the release and view the variables I see everything I expect, however when I enable OctopusPrintVariables and OctopusPrintEvaluatedVariables I do not see the variable in the verbose logs. What might I be doing wrong?

I’m using version 2.6.5.1010.
