The default worker option on Octopus Cloud are dynamic workers. At the time of writing, these workers do not have Docker installed. For now, you will need to create and register your own external worker on a machine that has Docker installed.
Once your worker is registered, you can configure your step to use your new worker pool, container registry, and container image.
