I have a channel I would like to delete. It keeps saying its tied to releases, which i don’t care about because they were test releases. But when it asks me 'do you wish to continue?", there is ‘ok’ or ‘yes’ to verify i want to continue. I am using chrome for this.

You need to delete the releases tied to that Channel first. If you want to do that programatically, you can do it using Octo.exe -> http://docs.octopusdeploy.com/display/OD/Deleting+releases

If that is the case, then I think the message box is a little misleading. It asks me if i want to continue with no indication that I have to manually delete the releases.
Is there a way to delete a release through the UI or is the only way through octo.exe?

Yes, you can delete a release by going to Project -> Releases then select the release you want to delete and on the release page, click Edit this release and on the right hand side you will have the Delete button.
