Configured Okta and it's still using old login/password

We configured Octopus 2019.9.4 to utilize Okta for authentication. After configuring we went to the Okta Web Portal and was able to log into Octopus fine. Then we went to the Octopus webpage and couldn’t log in with the Okta credentials. Yet if we tried the old Octopus credentials, it still worked.

What are we missing in how to configure Octopus to utilize Okta credentials for all ways to log in for the users accounts? Once this is working, we would want to have a “break glass” account also in case Okta isn’t available and working solution as a failback.
