Chrome (version 83) won’t allow artifacts for to be viewed or downloaded.

I believe this is linked to an issue introduced in this updated version of Chrome. If you try right-click > open in new tab this should work around it.
We have implemented a fix in 2019.12.14 and our latest version (2020.2.16).
