Blank error displayed when the user doesn't have permission to Promote

Hi,

Recently we have discovered that when an user tries to promote a release without the proper permission, Octopus will return a blank Red bar without showing any errors. We’ve tested on IE and Chrome, both showing the same problem, so this issue doesn’t seem to be browser dependent.

Can you please investigate? We have Octopus 2.6.4.

This happens in 2.6.5.1010 as well.
