All nodes stuck draining tasks

All of our deployments are currently being queued and we have a Server Status message that says: All Octopus Server nodes in this cluster are draining tasks.

It appears to be the same issue as here: Tasks remain in queued

We haven’t been able to resolve it on our own, any help would be appreciated.
