It looks like the call to sc.exe config failed, and the only way I could get it to fail with the same message is when I have entered an incorrect user account for the custom account. So it could be because of this that the service fails to start when you try to manually start it.
Could you open a new ticket with the full raw log from a deployment that failed, to assist us in investigating your issue.
