Variables not being used in process

I’m seeing two issues with variable sets and I’m thinking they could be related.

  1. I created a new variable set, went in to enter the scope for a new variable, but no Steps appear in the drop down:

  2. I thought the above would be okay since I was still able to specify environment and role. But when I run a process step that applies to this environment and role, the variable isn’t being used. It errors out that no variable was specified:
    [process step.PNG]
    [error.PNG]

(I did make sure to apply this variable set to the project, and I see it in the list of variables when iI create a release)
