Upgrade all tentacles prevents any deployment task to be executed

Hi Octopus Team,

We detected while Upgrade all tentacles task is running, if for any reason the upgrade process gets stuck in one deployment target (maybe because deployment target is super slow, network latency, etc.) then the whole upgrade all tentacles task will keep running and preventing the whole server to deploy any project (as project deployment tasks will be queued but not executed).

If Upgrade all tentacles task is canceled, task still will prevent any deployment to happen as it will be waiting for the “stuck” deployment target.

Possible Solution: Cancel Upgrade all tentacles should terminate task after a timeout even if no answer/notification is received from current deployment targets.
