SSL thumbprint not retrieved when specifying protocol with expression

I’m trying to set up octopus such that my project can specify the protocol to be used in it’s variables. For the environments that allow https, I’ve also specified a SSL thumbprint variable to be used. In my install deployment process step, I’ve used both variables however the deployment fails with the following error:

When I use the dropdown to explicitly set https as the protocol, the project can be successfully deployed.

It shows how you can set specific bindings to only be deployed on scoped environments.

But if I am way off base can you explain the exact scenario that you are trying to solve.
