Slow downloads of packages from library

Hi,

We’re using Octopus Server v2023.3 (build 13118) on an Azure VM and have problems with slow downloads of the package files. We normally get around 1 MB/s but when downloading a file using IIS on the same VM, we get 10 MB/s. The VM is a Windows Server 2022, 4 CPU/16 GB RAM which other than the slow downloads doesn’t have any problems with performance.
