Is there a way to prevent a Stop-Service and a Stop-Service steps from executing when they will be stopping/starting a service that will not be deployed based on the “Package re-deployment” setting?

Thanks for reaching out.
This isn’t possible at the moment, but I searched for something similar on the list of sugestions we have and found this one: https://octopusdeploy.uservoice.com/forums/170787-general/suggestions/5395275-add-ability-to-indicate-whether-windows-service-sh
I’ve added a comment with your suggestion to have a way to skip the service restart if the package was already deployed.
Please try to drop by the link and add some votes to it if you’d like to see it implemented in the future.
