Let’s say that the package being skipped is a Windows Service that is stopped and then started as part of the deployment process. I would like to skip the Stop and Start Steps as well whenever the package is being skipped. Is this doable? Thanks in advance.

Similar to the origin post, I think the best solution is to head to our user voice site https://octopusdeploy.uservoice.com/ and vote for an existing suggestion. The suggestion below is probably the closest to what you’re asking for.
