Securing access to variables

I’m trying to set up a developers team and an operations team. Operations can do everything (all projects, all environments), but developers should be able to do everything but not in our production environments.
Filtering on environment already helps, but I cannot find a way to enable the variables tab for projects. It is not shown to the developers group although almost all the roles are added.

So what do I need to do to allow the developers role to edit variables? Or is this not allowed when filtered on environments?
