Using SSMS I can log into the database. But for some reason during install, it’s trying to connect to the master database which the user doesn’t have access to. See screenshot of error:

Sorry for the delay in getting back here, you may not need help anymore but in case you or anyone else looking is curious, I may have some helpful information about this.
Have you seen our documentation on SQL Server databases? It has some helpful information including the requirements for connecting to and creating databases.
Are you able to confirm that the Octopus login is a member of the db_owner group?
