Parallel steps for Azure is still not working well in 3.x

One of the reasons we upgraded to 3.x was to finally use the feature of executing multiple azure deployment concurrently (because each one takes 10 minutes and it’s basically just waiting for a bunch of VMs to recycle). But it’s still not working in 3.1.3 :frowning:
