Currently the OctoTools zip file versioned 2.3.3 contains Octo.exe version 2.2.1.38 built on 3/17/2014. Is this correct?

Yes, we publish new releases of the tools but the actual binaries haven’t changed. We’re going to make some changes to our release process soon to avoid this but for now it is intentional.
