Octopus Downloads Package Anyway for Skipped Step

Hi guys

We’ve just upgraded from 2.1 to 2.3.2. In our Project, the last deployment step (deploy nuget pkg) is scoped to a particular group of environments, however, the package for this step is downloaded to the tentacle anyway when a deployment is performed to an environment outside this group.
