Something happened to our machine and the IIS metabase was wiped out. The raven database is still in tact. If I reinstall octopus, will it overwrite my database? Or will it pick it up?

Reinstalling Octopus is safe - it won’t delete the existing database. Octopus will also have taken backups (usually under the C:\Octopus\Data\Backups folder) which you can use to restore if you need to.
