OctoPack Error: Could not load file or assembly Microsoft.Build.Utilities.v4.0

Hi,

I want to pack my .net core web api with dotnet and octopack (installed via nuget) After I run dotnet pack with octopack commandline arguments with OctoPack 3.6.4 I got an error like below:

OctoPack error OCT-1250728402: Could not load file or assembly ‘Microsoft.Build.Utilities.v4.0, Version=4.0.0.0, Culture=neutral, PublicKeyToken=b03f5f7f11d50a3a’. The system cannot find the file specified.

Could you please help me find out solving the problem?
