The new permissions work well but past being an administrator nobody can now create new projects. I’d suggest a separate permission for Create Project but I could also see this being tied to the Edit Project permission. The only oddity is that this would be the first permission that does not scope well to environment or project.

bump. I’d really like this as well. I don’t like the idea of someone that can create projects has permission to do anything else with the portal. I checked out the link but don’t see that list on the Trello board now.
This has come up in our installation as well. It’s especially important when while we’re in the bootstrapping / setup phase.
