Multiple Tenancy Promotions

Hi,
I have noticed if a deploy occurs to 2 tenants, A and B, and one should fail or be cancelled it is not possible to promote the successful one to the next environment in the lifecycle? Manually setting the failed (or cancelled) tenant to success solves the problem but is not ideal (and seems a little dangerous).

Is this deliberate behaviour?
