Do merged step templates get retroactively applied when deploying releases or must I create a new release to get the new step template functionality?

Thanks for getting in touch! Step templates as part of a process are the same as regular steps, and are snapshotted when the release is created. If at any point they are modified you have to update the step in the process to use the modified version then you also have to create a new release to make sure it includes the changes as well when deployed.
