Make it easier to know what needs to be upgraded in each release

Hello,

Small request: When new versions of Octopus Deploy are released, it is not clear to know if one should upgrade OctopusTools and/or upgrade the TeamCity plugin.

For example, version 2.5.9 of Octopus Deploy released on October 1st doesn’t seem to include a new version of either OctopusTools or TeamCity plugin, so I assume I just need upgrade the server and the tentacles, but it is not very clear in the download page (the only way to know is looking at the URL to see the version in the URL).

This is a great suggestion, and we will look at having an announcement on the release notes page to indicate any specific changes to the TeamCity plugin or the command line tool.
