Sorry to see you are having an issue with this.
You are getting this error due to a lack of permissions to read the target App.
Step 1: log in to your azure portal.
Step 2: Find your target App and click into it.
Step 3: Click on Access Control IAM and then click on Add.
Step 4: Add the roles Contributor and reader.
This should resolve the issue for you.

I have shared the screen of roles added. Only two roles added owner and Contributor.
No reader role is added.
