I have added a variable of certificate type and added the certificate in octopus and installed the certificate on the octopus server but still it looks for a certificate.

Thanks for getting in touch.
Could you please confirm that you installed the certificate to the LocalMachine store location of the MY store on the Octopus Server, as described in this client certificate documentation (please see the “Location matters” information section).
As per the documentation above, could you please confirm you have configured your Azure Service Fabric cluster in secure mode and have already configured your primary/server certificate when setting up the cluster (and have used an Azure Key Vault to store the server certificate thumbprint)?
