Don't show environment when deploying if there are no steps associated to it

Hi Paul,

At work we have 4 different environments in Octopus (dev, test, staging, production). Most of the projects use all four, but I do have one project that will only be deployed to 2 of them (staging and production). It would be nice when I click “Deploy…” for a Release that only those 2 environments display in the drop-down. Would it be possible to only display environments that have steps associated with them?
