I have set up a default administrator but the account does not have permission to add environments?
Is it possible that someone else created an administrator account first? You can connect to the RavenDB instance (http://your-octopus:10930) to see which user accounts exist.
I created the fresh install I used Raven to confirm but update didn’t work. I got past admin but can’t create environments

restarting server resolved the issue is my case (IE was upgraded to IE10 too)
This appears to be a caching issue - can you try restarting the IIS application pool “Octopus Deploy” (or run IISRESET from the command line) to clear the cache?
