Creation of releases is still possible when project is disabled

Hi,
I just wanted to clarify the intended purpose of disabling a project. The help text says “Disable a project to prevent releases or deployments from being created.”.
I currently have a disabled project but can still create releases for it. As expected I can’t deploy those releases.
Should I be able to create a release? I’m not sure if this is a bug or if the help text has lead me astray.
I’ve attached a screenshot showing the audit log from an example project where I’ve created the project, added a deployment step, disabled it and created a release.
