Create release for disabled project ends internal error

Hi,

When I try create release for disabled project (I forget then I turn off it) REST api receive 500.
In logs I see unhandled exception and info “The project is disabled, so releases cannot be created”.

Consider 400 -Bad request with info in response

Thank you for getting in touch, and we agree that we should return a 400 - Bad Request instead of a 500 error.

I’ve raised this GitHub issue to have this implemented as soon as convenient.
