Check tentacle health does not run for all machines

We are running octopus deploy 2.5.12.666 and when the check tentacle health check runs we only get to see the status of about 25 - 33% of the machines complete. The rest look like they are in pending however the task completes with a failure or success. We have about 238 machines but I am not sure what the problem could be. This is concerning so any response on the matter would be helpful.
