Is there a way to chain step templates? I want to have one step template call another step template.

Unfortunately there is no way to call a step template from another step template. If you need to use variables set in one step template from another step template you would have to use Output Variables. You can have a look a this page which will explain in more depth how to achieve this, it also has a link at the bottom to a blog post “Fun with output variables” which will show some more examples as well.
