Can't see Library Variable Sets as Project contributor Role

I’m trying to make it possible for my users to create or change Library Variable Sets.
Even though this roles has the permissions to do so they can’t easily do it via the web GUI as this option is under Configuration.
And the configuration link only shows if you have System Administrator permissions.

Am I doing something wrong?
