Cannot Discover Database server: "No connection could be made because the target machine actively refused it"

My database server does not have IIS installed. I don’t know whether this matters.
I installed Tentacle onto my database server.
I reached the step where I should enter the Octopus Deploy thumbprint
I went to my Octopus Deploy portal
Added the environment
Entered the server name
Clicked Discover and the error message, “No connection could be made because the target machine actively refused it”, appeared.
Windows firewall is not on.
netstat -a does not appear to have a port 10933 listening.

What do I need to do to fix this?

Thanks for getting in touch! IIS does not need to be installed with Tentacle.
There can be a few different things wrong with Tentacle connections so we have a troubleshooting guide:

Did you enter the Octopus Deploy thumbprint and continue setting up the Tentacle? Did Tentacle get installed?

Hi Ralph,

While you have to grab the thumbprint from the Octopus Server (on the screenshot attached). You then have to take that thumbprint and complete the Tentacle installation before trying to discover it, as it is not installed yet. So copy and paste that thumprint into the Tentacle installer, complete the installation and then discover the machine.
