there are instructions for the automated install of a tentacle, is there a way of programmatically installing and finalising the setup of the actual server part?

Not for Octopus 1.X, but it is possible for Octopus 2.0 (in fact at the end of the setup wizard you can export a script to perform the same installation automatically).
