Add Variable with Multiple Scopes

Hi Team,

We are using one of your scripts to update the variable and scope it with ENV.

OctopusDeploy/OctopusDeploy-Api/blob/master/REST/PowerShell/Variables/ModifyOrAddVariableToProject.ps1

Our confusion is how we can add more Scope, my need is to scope the variable with given ENV and given Channels

Like scope XYZ - Dev, Channel1, Channel2, Channel3

Also for creating channels using rest api, i did not find a way to add Lifecyle and add version rule.

Our need is ():

Create a channel
Add life cycle
Add package in it
Defined prerelease tag
